Francisco Caamaño Domínguez

Francisco Caamaño Domínguez holds a PhD in Law from the University of Santiago de Compostela and has served as Counsel to the Constitutional Court of Spain for nine years. Additionally, he was the Minister of Justice of the Government of Spain from 2009 to 2011.

Since 2002, he has been a Professor of Constitutional Law at the University of Valencia. In the academic field, he has been associated with various European research centers (European University Institute in Florence, University of Edinburgh, etc.), specializing in areas such as New Technologies and Digital Law, Constitutional and Criminal Law, Fundamental Rights, and matters concerning Public Administrations.

In 2004, Caamaño was appointed Secretary of State for Relations with the Spanish Parliament. In 2008, he was named Secretary of State for Constitutional and Parliamentary Affairs of the Government of Spain, and in 2009, he was appointed Minister of Justice, a position he held until 2011. He has also served as President of the European Union's Justice and Home Affairs Council, a deputy in the Spanish Congress of Deputies, and a member of the Parliament of the Galicia region. As a jurist and public official, he has worked directly on the development of many innovative laws and legal reforms in Spain, such as the 2010 reform of the Penal Code, which introduced compliance programs in Spain. Additionally, he is a member of the Spanish Association of Compliance (ASCOM).
