Martina Malcheva

Martina is a Senior Legal Expert at the Constitutional Court of the Republic of Bulgaria. As a jurist, she has always been fascinated by new technologies and committed to ensuring that their development aligns with fundamental rights. In the period 2017-2020, she worked at the Bulgarian Financial Supervision Commission, where she was responsible for the Commission's fintech strategy, the Innovation Hub and was part of the InsurTech Task Force Group at the European Insurance and Occupational Pensions Authority.

Since 2022, she has been dedicating her energy to expanding her knowledge in the field of artificial intelligence. She has completed the AI and Law Summer School Programme at the European University Institute and the Center for AI and Digital Policy’s AI Policy Clinic. She is the author of several articles regarding AI and liability, the last of which she presented in 2023 at the Responsible AI Forum at the Technical University in Munich.

As of early 2024, Martina is also a PhD Student in Constitutional Law and is researching neurotechnology, AI and fundamental rights. She was recently invited to participate in the draft of UNESCO’s Recommendation on the Ethics of Neurotechnology as part of the subregional consultation process.
